About the Program

CERL’s 9-week summer internship equips law, graduate, and undergraduate students in national security with an ethics and rule of law foundation. Interns contribute through research, writing, conference planning, and expert interactions, preparing for leadership roles.

About CERL

The Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania is a non-partisan institute promoting ethics and rule of law in national security, governance, conflict, and war. It unites scholars, policymakers, and practitioners via interdisciplinary dialogue to address rule of law threats to U.S. democracy.

Key Responsibilities

  • Research ethical/rule of law issues in national security.
  • Plan conferences, workshops, public programs.
  • Publish on CERL’s blog (The Rule of Law Post), policy briefings, academic publications.
  • Engage with national security academics/practitioners and CERL Board.

Eligibility

  • Law students (JD/LLM) or graduates in philosophy, political science, international relations, communications, related fields interested in ethics/rule of law/national security.
  • Open to international applicants including Indians.

Duration & Deadline

  • Duration: June 1 – July 31, 2026 (9 weeks).
  • Deadline: April 15, 2026.

Funding and Visa

  • Limited stipends for unfunded students; seek institutional/external funding.
  • International students handle own work visas.
